What would cause a horse to rear up like that all of a sudden? There doesn't appear to be anything in front of it to provoke it that way...

photo op. watch the rider wave, tap the horse to move forward (right heel taps about three times) pulls the reins back to cue the horse to rear. legs mean go forward, hands mean stop. both at the same time mean go up. horse got excited, or the rider jabbed too hard at the start and BAM! accident. the horse has a tie down (the bit of leather from the chin down to between the front legs) to stop things like this. may be a younger horse and excitable. with just a .gif, hard to say, but i will tell you it all points towards the rider cuing the horse to rear for a photo op and failing.

wow, that was such a high drop with so much force, either their tailbone got broken or possibly even their back, although it looked like they could move fine. still - if i saw that happen i would run and make sure the rider stayed still until an ambulance got there... it could turn out so terribly otherwise.

I shattered my spine in a bike crash... I blacked out for a few weeks (kept sedated), but I was told that by the time the ambulance got there, I was sitting up trying to stand, and while they were putting me on the board, I kept fighting them off, yelling I was fine and just wanted to get home... yeah, adrenaline is one hell of a drug.

been in horse wrecks like this before. usually looks worse than it is (for the rider) because the horse absorbs a lot of the force for you when you ride it out. the hardest part is getting out of the way of the falling horse. the worst wrecks are when the horse does a straight up intentional back flip. and we all know the best back flips only go half right. sometimes there's no way to get out of the way and you get a saddle horn to the sternum. that sucks. but i'll bet both rider and pony walked away just a little bruised and scratched.
