We call it "bespontovka" or "dichka", means ruderalis hemp, that has minimal potency. Usless for users, priceless for Russian cops - usually they catch kids with that weed, call it a huge drug bust, due to ammount of siezed stuff, get a promotion or whatever cops get for busting people, and a kid would go on probation or serve couple of years in prision.

I worked in a Russian summercamp 1 summer and there was wild hemp growing right in the complex.

It grows wild in several areas of the States. It's lost the characteristics it's domesticated ancestors had when it was bred for fiber, and it's quite shrubby.

The plant in the image could be kenaf, though. A variety of kenaf very closely resembles hemp, but the image doesn't have the resolution to be sure.
