              Its a small island/volcano population in Japan http://en.wikipedia.org/wiki/Miyake-jima "The residents of the island are required to carry gas masks with them at all times, but need not wear them constantly. Raid alarms go off if there is a dramatic increase in the levels of sulfur in the air"

              There is a constant leak of sulphuric gases, so residents (population 2884 as of January 1 2006) are required to carry gas masks at all time, although they need to wear them only when concentration is too high.

              I see nobody has posted anything on context yet. So here goes :) Basically in japan there are a set of islands called the "Izu Islands" where the residents live in a highly toxic area (volcanic fumes, sulphur etc). Due to the constantly fluctuating atmospheric conditions they are all required to keep gasmasks on them. From 2005 to 2008 they did everything with gasmasks. Learn, marry, work, and play. This is a picture of a wedding at the place. Upon visiting the islands there are gasmasks available, just in case you want one. They say the snorkeling is awesome
