Those appear to be Russian officers standing on the steps of the Reichstag ruins, immediately after the fall of Berlin

not so sure about that, if you take a look at the collar and the belt that is shown on the picture it looks like a SS uniform.

both the design of their hats and their shoulder epaulets lead me to believe that they are, indeed, red army

despite being absolutely awful, the SS had the best uniforms (in my opinion) in all of military history; I can spot an SS uniform a mile away :p
