The actors name is Suzuki Fuku, he plays a 50 year old investigator by the name of Onuma Shigeru. They inhaled some gas that turned them into children and the characters were inspired by Taiyo ni Hoero. Fuku chan's character is the top middle here.

Not really, but it has some elements of that. It is closer to the referenced Taiyo ni Hoero in terms of "tough guy team of cops" but the whole gas poisoning turning them into kids may be a reference to Conan.
