I had a cat that used to do that with our retriever. Initially, I thought it was cute, and the dog was sitting there with his tail wagging happily. Then I realised that his claws were embedded in the puppy's cheek, and the puppy was putting up with it because he wanted the attention more than he minded the pain.

That cat was quite a jerk. The dog's awesome though!
