Well, they do. Just as an example there's threads like this full of complaints about men staring. Now I think they have a right to complain. Staring can be unwanted and creepy. But if you think women always just brush it off or enjoy it then you're mistaken.

If breasts weren't such a big part of sex, we wouldn't be looking at them to begin with. The label "genitals" doesn't really have anything to do with it. It's sexy bits versus sexy bits.

I suppose the joke could have been about men having v-cut backs on their pants, so you see ass cleavage, but that's an unfair comparison, since your ass is in back, and we wouldn't see the ogling. (If breasts were in back, we wouldn't be having this conversation.)
