No, the stand is designed so the end can tilt at an angle and spin. There is a piece of cloth around the end (so the boy isn't biting metal and hurting himself) that can spin - this is shaped long and round at the end. That is sufficient for you to see a young boy with his mouth around a dildo but I would imagine (hope) not most people.

I looked again. No balls. What I think you see as balls are just two sides of the cloth covering. They hang down because the cloth covering for the end of the tripod is longer than the end of the tripod. Honestly, how often do dildos have balls attached anyway?

China lacks a decent welfare security net, so you do get kids on the streets performing tricks. What is on the video is unfortunately nothing very unusual. It is however a relatively sexually conservative country, and one where even moderate public displays of affection are often looked down on. A kid would not get peoples' change by spinning on a dildo in the street.

I've seen the act in many parts of China (and (a nicer version) on TV). Just be thankful the kid isn't deformed and/or covered with burns that all seem to be on the face, while an adult tries to get your money (this has also happened), all the while with someone next to you saying that the deformity is fake. To date I have seen/experienced that in Wuhan, Nanchang, and Shanghai. From what I've heard of Shenzhen I'm surprised you've not seen far worse.
