This a complete guess but it might be to limit its jumping capability. While it obvious still has the muscles to jump, the tail has a lot to do with balance so the animal might think it can't jump very far without it, and not attempt to jump over any bars.

If that was try it would have to be in a really shitty Zoo, as they would consider that inhumane in reputable zoos. That might also explain why he/she was so freaked out by a bird, maybe never seeing one before? Who knows, I am just guessing too :)

Mean as fuck, I used to have one attack me at work all the time. It would dive at me, literally follow me as I worked around outside. I tried swinging my broom to fight it off, threw rocks at it, still came after me. If I moved out of sight, it would fly to a spot where it could see me. And sometimes it would have a few of its friends help out.

I was legit scared of that bird.
