This reminds me of a mathematicians solution to catching all the lions of Africa. I forgot who wrote it, or where I saw it, but it's basically the same thing. You set up an empty cage and get inside of it, then inverse the geometry of the surface of the Earth.

Douglas Adams did this first in So Long and Thanks for All the Fish. A guy named Wonko the Sane had a special building called "Outside the Asylum" where the "outside" of the building had light switched and chairs and stuff, and "inside" the building it appeared to be an outdoor scene. The premise was that the whole world was the asylum and this was the only place that wasn't.

You guys ever heard of the Panopticon? It's basically a prison system where the guards can watch the prisoners without being seen, meaning there could be way more prisoners than guards because the prisoners would always feel like they were being watched.

As long as those prisoners still believe that the guards have more power, they'll still be prisoners.

This is why they don't ever bring too many prisoners together, and why they make sure to isolate the most dangerous ones. A large enough community of prisoners can plan and execute a riot. They can essentially build their own community.

The comic would be more realistic with each prisoner inside a separate, tiny fence, with no way to communicate between them. The cop would still have the majority of the planet, all the area in between the fences.
