This reminds me of a mathematicians solution to catching all the lions of Africa. I forgot who wrote it, or where I saw it, but it's basically the same thing. You set up an empty cage and get inside of it, then inverse the geometry of the surface of the Earth.

An engineer and a mathematician are sitting on a park bench when a beautiful women walks by. The mathematician sighs and says, "I wish I could get up and kiss that woman, but I know from Xeno's paradox that it would take me a finite amount of time to travel half the distance, then half that time to travel half the remaining distance, and so on, such that I could never reach her." They each start with an equal amount of building materials and want their fenced-in land to have the most area possible. The engineer builds a CIRCULAR fence, not a square, because a circle has the best area-to-perimeter ratio.

The farmer thinks he is more clever by using a river for "free" additional perimeter. In other words his land is enclosed by the fence on 3 sides and the river on the 4th side.

Of course the mathematician is even more clever than that :)

By the way, does this mean the farmer wins? If the mathematician 'locked' the whole world in his cage, I take it rivers and oceans (or: water in general) aren't considered part of a fence. Thus the farmer would just have a straight fence with everything inside of it, except for the fence itself.

Why suggests that rivers and oceans aren't considered part of the fence? The way I took it, water is still a containing factor, so the mathematician has still contained everything outside his fence which is also contained by any surrounding water. That's obviously going to be larger than the farmers area.

That's a valid viewpoint, although it's implied that the farmer considers the river a natural fence. Also, if it is a requirement of the challenge for there to be both an "inside" and an "outside" of the fence, then the farmer fails from the point of view you describe.

But, it's all in how you look at it.

  1. Supposing the area behind the barricades was bigger than the area in front of the barricades, right?

This is why they don't ever bring too many prisoners together, and why they make sure to isolate the most dangerous ones. A large enough community of prisoners can plan and execute a riot. They can essentially build their own community.

The comic would be more realistic with each prisoner inside a separate, tiny fence, with no way to communicate between them. The cop would still have the majority of the planet, all the area in between the fences.

If the police arrest enough of the population, the police become the minority. If the prisons continue to grow to compensate, then eventually the prisons occupy the most space. When the prisoners are the majority and their prisons occupy the most space, at that point, the police have effectively imprisoned themselves in pursuit of imprisoning others.
