Ever see those firework "snakes?" You light the tiny black pill and it turns into a long, long coil? Well, this is the same principal, just different material to give a different color. You can see the paper underneath burning as the thing expands.

Basically, thing + fire = much less dense thing that expands like a crazy mofo but which would probably fall apart at a touch.
