The wikipedia page on transvestism isn't very clear on the differences, but it would appear that cross-dressers are typically male-identifying, male-bodies heterosexuals, while transvestites are at various stages of being transgender.

As a Brazilian, I would like to inform you that during Carnaval a lot of the cities that don't have big parades often celebrate with Carnaval de Rua. You are correct in what you describe, but that is not what this particular gif depicts. The comment your replied to was correct. This was a demonstration by the gay and cross-gender community. They were trying to block a major road to make their point. The truck driver wasn't having any of it.

Having driven in Brazil a few times (in the states of Sao Paulo and Minas Gerias) I can honestly say that their truck drivers are crazy.
I'm not a slow driver by any means, and I wasn't in a slow car, but those guys... they just don't seem to give a fuck.
