My perspective is that of someone who visits California frequently, but is not from there so I feel I have a fairly objective opinion on this.

The thing about In-and-Out is that it is the embodiment of the platonic ideal of a fast food burger place. It is always clean, the service is good, and the food is fresh and cooked properly, all for fast food prices. Their burgers, objectively speaking won't redefine the medium, but they are in my opinion the best in that class of eatery. That being said, I personally consider Five Guys to be better, but they are a different type of burger, and I am definitely biased in favor of them because they are from my hometown.
