Ummm...You could classify him as "crazy". But he is all there mentally. I think he just wanted horse meat so he killed the horse to eat it. At the time it was illegal to kill a horse for its meat because they weren't starving but the law has since then changed. So they haven't had any charges pressed against them for long. if I remember correctly.
