Funny story. One of my friends was telling me and another friend about this picture. Eventually he said just google shaved bear. That turned out to be horrible phrase to look up as "bear" is a gay sex term. My friend had safe search off, so when we looked up google images of "shaved bear", we got a whooooole lot of big naked dudes instead. There are similar pictures of bears in the wild in North Carolina, the result of bear hunters salting the woods with 100 lb blocks of candy. These blocks are melted together candy bars which have been knocked off the conveyor belt at candy factories due to some quality issue. Hunters can buy them from the factory for pennies on the pound. Bears can't resist the sugar , and eat nothing but candy to the exclusion of berries, grubs, etc. The hunters do this repeatedly to habituate the bears to come to the same location until hunting season. Unfortunately due to the poor nutrition, many of these bears begin to lose a lot of their hair, although perhaps not to the degree of the bear in this picture.
