Apparently it's supposed to be written 猫踏んじゃった, which means "I stepped on a cat". The name refers to a piano piece called "Der Flohwalzer".

I have no idea, but many years ago my father had a painting a friend of the family had done that was eerily similar to this. Every time he would walk by the painting he would sing a little ditty that went like such: "Dead cat in the middle of the road, stinkin to hhhiiigggggghhhhh heaven." I can still hear the song in my head at random times.
