If it weren't for the fact that the image was intentionally juxtaposing the formal language with the stereotypical ideal of black men, then I'd agree with you, but it's obviously meant to be a joke playing off of that fact. Them being Dutch has nothing to do with anything, the person who made it was obviously wasn't. In all likelihood, he was American considering he named the character Jaykwon and Tyrese, which is the kind of faux-african name present in America. It's not inflammatory or incredibly racist, but it is racist. On a scale of 1-10 I'd give it a 2.
