I'm don't really know much about Handball, but this game was all over the news in Germany.

The German Handball team was pretty good at that time and had a high chance of taking the World Cup (or whatever it is in Handball).

This was one of the important games leading to it and the referees did some controversial calls, which led to the game ending with Norway taking the win. Germany was already behind, because they lost a good player during the game due to an injury and as I recall the referee called two free kicks off that should've been given to Germany and could have turned the game, since the ending score was NOR 22:20 GER and a draw would've gotten Germany into finals.

The guy with the funny beard is , as Harry_Krishna already said, the coach of the team and nearly lost it at the game. Later though, in an Interview, he said that he would've never hit the referee and that he never actually was in a fight his whole life. What he said seemed believable.
