I have 2, both looked like this when they were younger. Now one is constantly playful but a lot bigger, while the other is pretty skinny and just kind of sits around all day

I would guess maltese, or a maltese mix. S/he's definitely a few weeks old, but still quite small. Bichons and poodles generally have tighter / curlier fur, and bichons are a bit larger and tend to have a more lemon tinge to their coats. This little guy looks pretty pure white (though it's tough to tell since the gif is b&w, you can't really see any darker tones, except at the ear tips which is allowable in maltese).

The button nose also strongly suggests maltese. The snouts of bichons and poodles tend to be a bit longer and their noses a bit larger.
