A meme is a living idea. It's been called that by the person who invented the word, as well as by one of the most prominent, well known and well respected Philosophers of mind of the modern era. In every real sense apart from the mundane requirements for material sustenance, a meme is a living thing. They can, indeed, die.

Calling it "a living idea" implies that there are ideas that aren't alive. All ideas are memes. Most people think only things like Advice Dog or >greentext are memes.

It doesn't necessarily imply that there are ideas that aren't alive; it could be a pleonasm. Much like saying "a massless photon" does not imply that some photons have a mass, and although the adjective is superfluous, it can be rhetorically useful.

You're mostly right, however pretzelzetzel's not saying something like "a massless photon". It's more like he's saying "a photon is a massless particle". Of course, for this to be a perfect analogy, it'd have to be in a universe where all particles are photons.

As you very well pointed out, my analogy wasn't very well constructed (hence the "much like"). Nonetheless, I stand by my affirmation that ascribing the property "living" to idea does not necessarily imply that there exist non-living ideas, although - as I stated - the adjective is wholly superfluous.

From a different approach - one of the reasons I find a perfect analogy hard to find - I would tend to say that if memes can die, then it seems plausible to posit that there can exist non-living ideas; these ideas would be those that do not exist in any single human/conscience being's memory/mind at this moment.

I would argue that unliving ideas are those that exist in potentia. Potential ideas are ideas yet thought, and as such aren't alive.
