It's from a training excercise conducted somewhere that I wanna say is in Eastern Europe. The guy ended up being okay, it was just the charge they used was larger than they expected.

A separate charge was set inside the bus to detonate when he slapped the window with that rod. It was just larger than anticipated. It was supposed to be a staged tactics demonstration.
