It was just delayed a few days. They go back on the 21st. There are quite a few posts detailing it.

Just fyi - this scene depicts Kane dissociatively clapping at the horrible failure of a venture in which he staked his money, his societal standing and his love life. He is not pleased.

No worries. And 'Citizen Kane' (the film from which this gif is culled) is a really neat film to watch and remains one of the gems in the crown of classic American cinema.

The cinematography, writing, acting and narrative are as good as film gets. If you haven't viewed it, it's a "must see" that also happens to be palatable. Check it out... I've never been to a library that didn't carry it in some form.
