Ok, so for a second I thought the GIf was fucking with me and that it just swapped to an actual color photo. Then I re-focused my eyes and saw it really was black and white. Well played, GIF. Well palyed.

Not quite. The effect here comes from the fact that your retina's cells get "tired" from staring at the same colors (the negative colors). When the image switches to black & white, you still see the afterimage of the negative image (this is like when you see the afterimage of a camera flash). The afterimage will be the opposite colors of the negative, or the correct colors. The mixing of the afterimage with the black and white tricks you into think you're seeing a correctly colored image
