Longer Video

Apparently this was a rally for Gay rights in Brazil. These cross-dressers were dancing around the street. From the looks of the video I would say the two guys standing in the right lane cause the garbage truck to veer to the right, accidentally hitting the cross-dresser who did not see it coming. Hard to slow down a big ass dump truck.
