It's a fictional universe. The basic idea is that there is organization called The SCP Foundation whose job is to identify and contain anomalous objects/creatures/etc that pose any kind of potential threat to humanity. They operate in secret and beyond jurisdiction of any one government. The wiki is basically a record of the things they've found.
