That's Tim Brent of the Toronto Maple Leafs in the penalty box against at Vancouver to face the Canucks, infamous for their Green Men duo. Waffles are related to an incident where a fan tossed waffles at Leaf players earlier on in the season due to a poor performance on the ice, a time where many Leaf fans had enough of how bad they played, with some resorting to waffle tossing.

What he said. The green men have those seats reserved for the season at rogers arena (canucks home) and usually do their best to piss off whoever is in the penalty box. Always fun to watch :).

Based on they're builds, heights, and mannerisms, I might know those guys. If so, this is normal for them.

Edit: Upon further reading, something I admit I should have done prior to commenting, I now know that it is not who I think it is. They're still absolute crazies though. Very intelligent, but crazy.
