It's a long exposure. They just left the shutter open for a while and got a bunch of lightning strikes that hit in one location. I'm betting there's a tower or something there which is why it's all going to the same area.

The waves would have been lit by the lightening. The shutter could have been open minutes long, but the exposure for the waves would have been only as long as the waves were lit by the lightening.

agreed - lightning bolts are never thicker than a few inches across. looks like multiple strikes, & then post-processing in photoshop, probably to correct underexposure of the rest of the scene, resulting in blowing out of the actual lightning bolts. I do a bit of lightning photography myself - this was a 30 second expsoure.

no - it's many (over)exposures layered on top of each other. overexposed lightning doesn't look this huge, because an overexposure won't make the lightning look larger than it actually is - just brighter and less defined.

Actually, there is a bleeding effect in most camera sensors that will make (extremely) overexposed areas bleed into the surroundings and thus 'grow'. (It has something to do with migration of the (very high) charge in the sensor, iirc)
This effect is mostly just a couple of pixels, though. If it were a tenth of the frame like in this picture, you probably would have fried your sensor in the process.
This is most likely the result of a long exposure and several lightning strikes within a short period of time.

no - I've photographed and over-exposed a lot of lightning. it's most likely that the camera was focused on a downtown area where there are repeated strikes on the tallest towers, and then the shots were composited together.
