When you spend a significant fraction of your childhood exploring every minute detail of that map, you get to know and understand every part of it.
This particular area is just to the northwest of the magic potion shop, and the river flows out of zora's waterfall in the extreme northeast of the map.

You are quite right because the waterfalls are to the North East in that map so the boomerang should be floating the other way.

He should.
If he has silver arrows, he must have completed the ice palace (#5), and should therefore have blue mail.
It's possible to bypass the blue mail, magic boomerang, and fire shield and get to this point....but really?

Well, it seems to me, that link doesn't throw the boomerang directly at things, he sort of swipes around them. They get some nice slash damage, but it doesn't affect the arc of the boomerang's trajectory.
Only a master could boomerang with such skill.
