First you're thinking of surface tension not water tension and second it's inertia that is primarily responsible for the coating on the head rising up from the water. It takes time for the water to run out. Also the viscosity plays a role together in determining how fast the water thins out.

I think you are trying to describe it from a fluid mechanics point of view, which is right. It could be thought of as the boundary layer of water on a moving object (i.e. someone's head). From the smoothness, it could be assumed laminar flow. That is why it looks "so cool".

From a time prospective, at one point, it will be laminar and then change to turbulent. Also, the fact that he is wearing that skin cap is the reason for it staying laminar so long and the reason it is laminar in the picture. You might be right, especially if you have dreads or a fro, or just a lot of hair and you are not wearing a swimming cap

This is Tyler Clary, one of the best swimmers in the country (that's right, Michael Phelps isn't the only one).

In order to do this well you get a fast backstroke going than tip your head down a bit. In this situation however clary is on his breakout after pushing off the wall. This is surface tension from his speed as was mentioned earlier. I thought I might just comment from the point of a competitive swimmer educated in science.

A couple months ago someone posted this, and then soon after came a bunch of pictures displaying surface tension in a slightly funny way. One of the more memorable ones was a picture of a pregnant lady with the title "surface tension" (implying the fetus would be the guy, and the water would be the stomach/womb area in this situation) ..and for weeks all we saw were dumb pictures of people equating dumb things to surface tension. Never in my life have I ever found a meme so annoying, and I fucking LOVED the chuck testa shit.

A small amount of a fluid will adhere to a moving object (or an object caught in a moving flow). The water in a pipe doesn't flow at the same speed. The liquid in the center will flow much faster than the water near the edges, and the liquid directly contacting the pipe will not be flowing at all. An object in a liquid that is moving works much the same way. The object moves, but the fluid directly contacting the object goes with it.
