Medals that aren't yours (fathers and grandfathers usually) are worn on your right. Your own medals are on your left.

EDIT: It's optional to wear your relatives medals of course.

If he's from anywhere which used to be part of the USSR, and was an officer during WW2, these are probably half of his collection. They pretty much threw medals at them for every single thing they were part of. My partner's grandfather was one of the top commanders in the Red Army and his medal collection is about three times too large to fit on his chest.

It's both. Some medals take precedence, and when you've got medals of equal precedence you obviously pick which ones you keep on.

A great deal of them seem to be from simply serving in a particular place or having the slightest input into some random operation that no-one ever heard about. I'd imagine you'd want to display the ones that you actually got by doing commendable things rather than those, lol

When you see high level commanders and the higher level enlisted guys with all those rows of bars on their chest you can see how many medals you can accrue over a long career. When you see a little leaf in the middle of a ribbon, it means they have won the medal multiple times.

They aren't all for heroism or valor, but more to show where the soldier had been and what they have accomplished. Sure, there are purple hearts and medals of valor, but there are also army commendation medals for things like doing a good job digging a ditch. There are also blanket unit medals for participating in certain campaigns. Think of them like gang tattoos.
