Judging from his stunted limbs and his age, my money is on him being a Thalidomide baby. Thalidomide was a popular sedative (amongst other things, for morning sickness) for a few years in 1957-1961 until it was found to cause severe birth defects, particularly in limb development. This was one of the main causes of the drug testing and approval system we have today.

It's confusing. It looks like he has fingers on the ends of his little arms, yet his legs look too short, even for a small person. I'm going to go out on a limb (no pun intended) and say he's an amputee dwarf. He's definitely not a midget though.
