Whoever. Whom is used when you're asking what person is being affected by a verb. Best way is to ask whether it can be answered with him, her or them. Here "him made the comic" is obviously incorrect. "he made the comic" is correct and thus the word is "whoever"

1 - People choose not to have children because of many reasons, the top 2 are 1. They've had a shitty life and wouldn't want to bring a kid into a shitty world or 2. Have too much money and don't want to lose any of it. I would go into detail as to why people feel like this but I can't be bothered.

2 - I'll look into that but unless Stephen Fry says it or I've read several articles that contain proof that it's a load of shit, I'm going to go ahead and believe it's not a load of shit because I DO think about sex every 7 seconds.
