It's a cruel form of mutilation some owners impart upon their dogs for cosmetic reasons. It's called "cropping" and it's illegal in many countries. It used to serve a purpose for working dogs, but it's not really necessary these days.

Yeah, people who do it are arseholes. I'm not sure about the US, but it's definitely illegal over here in the UK and almost all of Europe.

HA The fuckers over here in the US definitely still do it. Walking around the city I live a couple hours away from you see poor dogs with their ears cropped everywhere!
