No one really knows for sure, but there are some good theories.

Basically, its not gas, its ash, and all the ash swirling around builds up electricity and this ends up forming lightning.

Of course its static, all lightning is static, doesn't explain why it happens.

If someone was to ask you why lightning happens in a thunderstorm would you explain it by saying 'Static'? I wouldn't be very happy with that answer.....

The small particles rub against each other, exchanging electrons and create a huge electrical potential. It's like billions of rubber balloons rubbing against each other in a dry environment. That's the Star Trek explanation, but it's really pretty simple. It's the same thing that happens in clouds to produce lightning during a thunderstorm, only that occurs with water vapor molecules.

The same phenomenon occurs when a rocket or missile is launched. Designers of the launch platforms have to take care that the platforms are grounded properly so that charges from the gas / particle plume of launching rockets / missiles do not cause a damaging charge that affects components.

The cloud contains particles of metal that conduct electricity. This is quite a tame picture as opposed to others.

I don't really think metal has much to do with it. Clouds of small particles rubbing against each other can generate large electrical potentials. Once the potential gets high enough, it doesn't matter what material the clouds are made of. The charge arcs to ground creating huge sparks or lightning.
