Even so, your peripheral vision makes the parts you're not focused on seem to move. That's why the optical illusion works.

Except it doesn't continue to keep moving if you can actually keep your eyes still. Even the slightest movement - except microsaccades of course, since those are involuntary, but extremely tiny and quick movements - will result in motion, but if you can focus on one exact point, it will stop moving. This illusion is not based solely on peripheral vision, but eye movement.

Nope. This effect only looks like its moving when your eyes are moving over the image. If you stare at a small point your eyes are not moving(much) and the effect vanishes.

In multimedia, Motion JPEG (M-JPEG) is an informal name for a class of video formats where each video frame or interlaced field of a digital video sequence is separately compressed as a JPEG image.

So in short, they are not saved as .jpg files.

The picture will move as long as you move your eyes around the picture. If you stop moving your eyes, you won't see as much (if any) movement.
