This reminds me of this time I was flamed out of r/politics for "trolling".

What really happened was that I made some hyperbolic joke about how I couldn't imagine such a small town as 100 or fewer inhabitants in America. Two dozen other users read it literally and went out of their way to tell me what a fucking idiot I am. When I tried to explain that I was kidding, they accused me of being facetious. This was before I realized what a terrible place r/politics is.

Making a 9/11 joke would've been inappropriate ten years ago, but today is just a day that happens to be ten years after something happened. Today only has any significance to those who give it significance. It's just as appropriate or inappropriate to make a 9/11 joke today than it is any other day. If anything it should be expected today in the same way that all the tributes and services are expected.

What I think makes 9/11 easier to make jokes about is the joke our government, economy, and foreign policy have become, as well as our reputation around the world, as a result of our reaction to the attack.
