Others have translated so I'll restrict myself to giving some context.

It's based on the French expression enculer les mouches, "buttfucking the flies".

Basically it refers to the idea of making a lot of effort for a very low reward and of being overly precise on details while missing the whole point of what you're doing.

You generally use it when misunderstanding, chicanery, and arguments prevent the the progress of a discussion or other concerted effort. "We're not advancing at all, we're only buttfucking flies!"

A close English equivalent would be "to split hairs", although the French one is kinda more expressive of your anger at the situation by its vulgarity.

Now, that said, I still don't really know what's going on. My guess is it comes from a humoristic list of different kinds of naggers.

Remarkably vulgar and probably (remotely) based on a french expression: "Enculer les mouches" that could be roughly translated into "Fucking the flies" and means slacking/not working when you should.
