They are. They show them smoking in the short scene right before this when they're watching the movie with the German guy, who they arrested earlier, translating it for them.

Mac comes in and asks if they found anything from watching the movie and they say no and he goes over to the bricks of pot and asks if they should try watching it again.

When the Captain came in, they were all smoking

The joke would have worked better if they got Farva to refer to something that wasn't actually a hurricane, since Shenanigans was actually a name of a restaurant in the storyline of Super Troopers. The exchange could have gone like:

Other Cops: Hey Farva, what's that pink girly drink you like, the one with the grenadine and the rum, and all the fruity shit on the top?

Farva: You mean a hurricane?!

It doesn't work. The answer to the question asked of Farva should be similar to the word hurricane. This shows Farva's stupidity. For instance, "Hey Farva, what's that drug you get at the dentist that makes everything painless?" "Oh you guys mean the hurricane?" As opposed to the correct answer of novacaine.
