Judging by the altitude and the disturbance to the wind caused by the building, it would probably be quite windy up there. So much that it would make opening the doors difficult.

Also, skyscrapers aren't stationary. They move with the wind, depending on the height, up to 5.5 feet. source

It reminds me of a door at the university of calgary, for some strange reason in the engineering building, theres a door in between the first and 2nd floor which leads outside, problem is that theres no actual ground past that door and you'd fall a few meters on your face if you used it.
