If they get a million card numbers and try each card once with a random code and a transaction value of $1000, they will get it right 100 times on average, and thus make a total of $100,000 (on average).

Care to explain what your point is?

In theory, if they could indeed try each card 10 times without the bank becoming suspicious and locking it down, then they would have a .1% chance per card to get it right.

Though I doubt they would try each card more than twice.

Edit: There are 10,000 possible codes per card.
