It probably has to do with when the mother picks up her kittens by the scruff of the neck to move them. Which means it may not work past a certain age, maybe?

I've seen a friend try to pick his adult cat up like that, and it had a similar effect. The cat kinda fell over and laid there even after he let go. About 30 seconds later she got up and left, so I'd say age isn't a factor.
Maybe it's a nerve group or something.

Adult cats do the paw-kneading thing with humans they are comfortable with, but it's a kitten thing they instinctively do on their mother's belly to stimulate milk flow. If they don't lose that I don't think they would necessarily lose other behavior triggers.

Yes. My sister does this to her cats when she clips their nails. She uses an older, loose clip (i.e., the clip does not close all the way) so as to not hurt them.
They hate it, and growl the whole time.

Well i studied Veterinary Nursing and anytime i was in the vets and i grabbed a cat on the scruff of the neck I could pretty much move them around any way i wanted to. I'm pretty sure it has to do with their mother picking them up like that when they were young

I'm too kind to animals to try it myself, but I suppose it would work since my cats tend to become immobile when I handle them there.
