It's a combination of a few dozen or more pics of people of that heritage, blurred together to get a visual "average" thus isolating the features that would make up a typical face of a person from that country. The core features, which are more common, stand out, whereas things like hair, necks, ears, and the such, are blurred due to the differences between individuals. At least, this is my guess.

Why is there an "African American" but no "American"? TricK2039 linked to this:
