Well, Penrith does have it's fair share of slappers.

I think i saw an episode of mythbusters where they disproved this. It was on way before the watershed and wasn't as interesting as OP insinuates it could've been.

I can confirm you dont get sucked off, but you do give the driver of the virgin train going 70 mph+ a shock when your seeing how close you can stand to the tracks on the platform.

I just pictured the most bizarre train...

When standing on a train platform and a fast moving train goes by, you don't get "sucked" anywhere. The train creates a partial vacuum and the air behind you "pushes" you forward.

Looks like this image was made after Peter Kay became popular, a Northern English comedian. This is from a bit in his first stand-up show, and he tells it as an announcer warning over the PA system, which makes it work a lot better.

I can confirm the sign is genuine. I live about ten miles from the station.

Pretty sure you'd say kilometres if you actually did live near it... given that's in the 'riff.

or he could be an American that's working/moved/studying abroad

It's in England so we say 'miles' usually, and why would I make something like that up?

There's a Penrith in England?
