I noticed, but not all police cars are so explicit.

I agree with you, though, it's probably just someone with a dash recorder. I wanted to get one myself but my requirements (synchronous GPS recording) made it too expensive.

there are cameras installed in cars by insurance companies that do this exact thing, but from what i've seen they are pointed in towards the driver and passengers.

This video is from Russia. Here it's normal to buy video recorder and put it into a car. Why it's normal? Because police can stop you and write fake ticket. If you have no video recorder you will pay it or bribe police officer. But if you have video tape - you can defend yourself.

Insurance purposes normally. A lot of fleet vehicles have cameras fitted that store the last 30 seconds or so before an impact is detected (or the driver can press a button) and continue recording for some time after. You can also get these cameras for your own car.

From what I've read, I think they are used quite often on commercial vehicles in the US with growing private use. Over here in Europe I think they're just starting to be placed in fleet/commercial vehicles (I know a lot of buses have them fitted here in the UK). As others have mentioned you can get apps that basically lets your phone do the same job.
