There's no prohibition in the reddiquette about reposting...in fact, it actually says, "Search for duplicates before posting. That said, sometimes bad timing, a bad title, or just plain bad luck can cause an interesting story to fail to get noticed. Feel free to post something again if you feel that the earlier posting didn't get the attention it deserved and you think you can do better." Who knows what search terms you'd need to find this image. I've personally been here for 5+ years and never seen it before, as I said above. Don't you think the OP could be forgiven for not being able to find it?

So what exactly is your beef? I'm getting really tired of all the OMFG REPOST!!! complainers around here. If you don't like reposts, downvote and/or hide them. And yes, before you ask, I downvote all repost complaints.
