It's from Trigger Happy TV - it was a UK show starring Dom Joly. Basically a hidden camera show where he'd fool members of the public with ridiculous pranks like the one in the gif. It was good!

What you just posted is a video made out of the gif with added random street noise. www.youtube.com/watch?v=AhJpZvuxkpk this is the real video. The song "The Crocketts - 1939 Returning" is playing in the background (also in another same Trigger Happy TV sketch.)

I live in the UK, I can watch the ENTIRE Trigger Happy TV back catalogue on YouTube (here, if you're interested) but I can't see that content?

Why is this whole thing so fucked up? Do they really think by me watching a clip I'm going to not buy the DVD box set if I like it? Surely, if anything, me watching the clip will spur me on to buy it if I enjoy it?

i liked how trigger happy tv always had a really awesome soundtrack. it was the only show i've seen that had eels and grandaddy in the background frequently.
