Others have said it, but I will expand for clarity:

step 1: get a steel cable. string or rope will burn/melt. cable should be thin and flexible, preferably 6-7 feet long.

step 2: place a pad of super fine steel wool (usually found at home depot) in the cable, and clamp it down. cable doesn't tie easy, so you probably need clamps.

step 3: OUTSIDE AWAY FROM PEOPLE!! you can use a 9 volt, but a lighter or matches work just as well. super fine steel wool will smolder easily, similar to the filament in a light bulb.

step 4: hold the cable as far as you can from the steel wool, without it hitting the ground and spin in any way you want. helicopter, ninja style (like in this gif), whatever. spin it fast and watch the sparks fly.

it burns up in only a few seconds, and generates A LOT of heat. if you do it like in this gif, you feel like your trapped in a pyramid of fire. it gets really hot in there. DO NOT DO THIS IN THE WOODS, NEAR FLAMMABLE STUFF, NEAR PEOPLE ETC. In fact don't do it at all, its pretty dangerous. but it looks awesome.

the way ive seen it done is home made poi out small, squared wiring. Then stuffing the steel wool inside before igniting it.

This allows there to be an even distribution of sparks.

I used to be really into juggling and a lot of the poi guys used multiple squares of kevlar fabric on the end of a chain or wire. Kevlar wicks last a really long time, I've made a few sets of juggling clubs with the material.

Also:

-use string made of flame-resistant material or metal wire, otherwise it just burns through and flies off your string.

-make sure that no small fires are started, some of the chunks that fly off the flaming wool can be quite large and land pretty far away.

Please, look up sparkle poi before you try do this. You're showering yourself and the surrounding area with hot shrapnel. You need to cover up EXTREMELY well-- a friend of mine got burns on his chest doing this when some of the shrapnel went through two t-shirts and two hoodies.

Even if you take adequate precautions, you really can't do any cool poi moves, since crossing your body is a bad idea. I guess it would look cool to torch the steel wool and do anti-spin flowers for a few minutes, but really this is extremely dangerous and not worth the effect of it.

Yep. I've known about "sparkle poi" (aka shrapnel poi) for at least a year now, but have never been inclined to do it because of the incredible danger factor. Spinning fire poi is cooler because you can actually do neat tricks and challenge yourself with it, spinning shrapnel poi is just dangerous and unimpressive. As a professional fire artist, if I actually saw someone do this I'd be way too worried about the safety aspect to even enjoy the visual effect.

You'd think so, but it's extremely limiting. Even doing a basic 3-beat like this guy is is a pretty bad idea, because of all the body crossing. If I were to try this, I would be able to do literally none of the moves that define my style. I just don't see the fun in it.

It seems like the steel wool burning part of this picture is fairly well explained. The guy, however, is not simply "spinning" them around.

For those who like to spin poi (or glowsticks, for those who enjoy electronic music), that's a 3-beat weave that involves each hand swinging a separate length of rope around the body with one revolution on each side.
