They were simultaneous - the highway was originally planned, but the property owner wouldn't give up the land so a compromise was reached to have the highway passing through the building.

In 1983, the redevelopment of the area was decided upon, but building permits were refused because the highway was already being planned to be built over this land. The property rights' holders refused to give up, and negotiated with the Hanshin Expressway corporation for approximately 5 years to reach the current solution

Maybe not related, but my company is working on a construction project that uses a ridiculous amount of concrete (4 ft slabs, I believe) to surround the laboratory rooms to prevent any form of vibration that may mess up the lab experiments. No... there isn't a highway running through the building, but there is a decent amount of vehicular traffic from about 20-30 feet away that can mess up extremely sensitive experiments.

Maybe they just need more concrete to make up for the vibration?

I'm curious about the security implications. Couldn't someone just drive a van loaded with explosives into that, park it in the tunnel, and take out the building? On the other hand if the building was super reinforced perhaps the explosive pressure would just shoot out both ends of the tunnel. Maybe this isn't the best forum to voice whatever thoughts pop into my head so everyone forget I said anything.

It's cooler. Instead of driving for about 5 second through the building, every lane becomes squeezed together giving the drivers only about 6 inches for error on either side going about 50mph for a solid 100 meters.

Being a fan of public transportation, I wouldn't let my buildings be blemished by roads. I would, on the other hand, gladly accept rail. Not to speak ill of highways, but rail tend to have a much higher people-count than road. And isn't that all any builder can hope for; that his building has a tennant worthy of her?

How about two for one?

Here is 8th Street and I-5 diving under the same building on Google Maps Street View. Perhaps one of the Redditors in Seattle has a better pic, but the viewpoint in the link is looking roughly Northwest, with 8th Street on the left side, and I-5 below and off to the right.

It always amazed me that the architects were able to plan appropriately for adequate structural support for all of the structures that overlap the freeway in that area. If I'm not mistaken, one of the skyscrapers in that area partially overhangs the Southbound lanes of I-5 as well, but I can't find a decent image of it right now.
