you are correct sir. All divided roads are paved in a similar fashion. In fact, they usually put in a sheet of metal to mark the centerline and divide the road. It allows for expansion and contraction.

Paving a road doesn't JUST consist of laying a thin layer of pavement. There are several layers or gravel, dirt, etc. I wouldn't be so fast to discredit it.
