The camera isn't actually standing where it seems to be. Rather, it is using a zoom lens to focus in on the action, while actually being removed from it, and therefore safe from the wreckage, much the same way as the 'second-base camera' doesn't actually stand on second base, but is actually back behind the field.

I don't really think it's a case of zooming in the case of the OPs crash gif? In the video someone posted above, of the same incident, you see the person holding the camera move after the accident. He was quite close to where it happened. I think he must have had the camera atop that embankment.

Yes, Hollywood might use it for dramatic reasons, but in some cases it still makes sense.

There are plenty of obstacles for a car on the street (such as other cars) which a person on foot can avoid, and there is a lot less chance of getting caught at a dead end.

why run at all? find something a car can't drive through and stand behind it.

if the driver gets out of the car then you have a much better chance of outrunning them on foot. maybe they're a chump outside their metal box. hell, if they get out then you can let them chase you around the car and then get in.
